 Senior Technology Transfer Engineer

 [Situation]
Our client has established a joint venture with a Malaysian and a Korean group to build, own and operate specialty recycling plants in North America and Latin America.

At this stage, the Korean group has provided our client with preliminary process flow diagram, equipment descriptions and specifications as well as a cost breakdown for the first US plant. 

M Squared has been asked to help identify a Senior Technology Transfer Engineer to assist our client: (1) to bridge the technology transfer gap between the existing equipment’s design and engineering and the engineering and design standards required to build and operate such a plant in the United States, (2) to review and optimize equipment’s capital cost, (3)  to prepare North American general contractor’s bid packages and (4) to advise in the selection and negotiations with short listed North American general contractors.

[Responsibilities]
The desired profile is that of a seasoned multidisciplinary Senior Technology Transfer Engineer consultant who speaks fluent Korean, is very familiar with US equipment standards and has experience in assisting foreign manufacturers of industrial equipment to meet all necessary US standards.

Reporting to the CEO, the consultant will be responsible for helping our client in the following areas:

  1. General review of specific recycling plant design and engineering  provided by the Korean equipment supplier to the Joint Venture managed by our client.  Conversations with the Korean design and engineering group so as to ensure that the Korean design and engineering of the specific plant meets US standards and any other requirements for import construction and operation in the United States. 
  2. Detailed review of the specifications of each piece of equipment to be delivered by the Korean equipment supplier to the Joint Venture managed by our client in the United States and interaction with the Korean design and engineering group so as to ensure that each piece of equipment will meet US standards and any other requirements for import, construction and operation in the United States 
  3. Clarification and review of cost estimates provided by the Korean design and engineering group and advise to our client on ways to minimize capital equipment costs of the Korean supplied plant equipment in the United States 
  4. Prepare a bid package to solicit general contractors bid for the construction of the proposed recycling plant in the United States and assist in the selection and negotiation with short listed North American general contractors 

[Deliverables]

  • Report on proposed Korean-supplied recycling plant design and engineering and supply of recycling plant design and engineering package acceptable to the Korean group and stamped by a professional US engineer, guaranteeing that such package meets US standards and any other requirements for import construction and operation in the United States
  • Report on each Korean-supplied piece of equipment and supply of a specification package for each item acceptable to the Korean group and stamped by a professional US engineer, guaranteeing that such packages US standards and any other requirements for import, construction and operation in the United States
  • Capital equipment cost package acceptable to the Korean group which will minimize costs of such package as delivered in the United States
  • Bid package to solicit general contractors bid for the construction of the proposed recycling plant in the United States
  • Report recommending and ranking short-listed North American general contractors for the turn-key construction of the proposed recycling facility
     

 [Value to Client]
Our client will be going out to the capital markets to raise the capital necessary to build the first plant in the United States.  Meeting US codes is a critical condition of this technology transfer as well as a necessary condition precedent for capital raising.  The services requested are part of the critical path to funding, construction and operations.

[Industry Experience]
Experience with large processing plants and technology transfers from Korea to the United States and processing plant turn-key construction.  Ideally would have experience with design and engineering of recycling processing plants.

[Functional Experience]

  • Proven expertise in all aspects of plant and equipment technology transfer from Korea to the United States
  • In depth knowledge of plant and equipment specification requirement to meet US code and standards for imported equipment
  • Licensed US professional engineer fluent in Korean language
  • Experience in industrial cost estimation
  • Experience in developing bid package for turn key plant construction
  • Access and credibility with established turn key contractors in the United States 

[Personality/Other Attributes]

  • BS Degree in engineering or physics. Masters degree is a plus
  • Proven experience in the areas of service required
  • Strong communication and cross cultural skills (both personal and technical) as well as demonstrated experience in technology transfer from Korea to the United States
  • Ability to work independently as well as in a team environment.    Collaborative problem-solver.
  • Ability to prioritize and manage multiple tasks in a fast-paced environment while remaining flexible and enthusiastic
  • Strong computer skills (Microsoft Excel, Word, PowerPoint)
  • Excellent attention to detail, strong analytical and organizational skills required 
     

[Terms]
This engagement which will begin as soon as an appropriate resource is identified, hopefully no later than May22, 2008.  This will be a fixed-bid project.  Consultant to work out of his/her own offices but travel may be required to visit with client in Connecticut and/or  with supplier of technology in Korea and/or Malaysia.
